バングラデシュの電力マスタープラン2021に東京電力をコンサルタントとして関与させないことを求める要請書

2018年に、電力マスタープラン(PSMP)2016のレビューを率先して行っていただき、心より感謝申し上げます。電力セクターの専門家は、PSMP2016で予測された電力需要が過大で、実現困難[1]であるため、電力計画を改訂するべきだと述べています[2]。
東京電力ホールディングス株式会社(TEPCO)(以下:東京電力)[3]の子会社である東電設計株式会社(TEPSCO)(以下:東電設計)は、バングラデシュ電力・エネルギー・鉱業資源省(MOPEMR)の電力マスタープラン2010[4]を策定するために、コンサルタントとして任命されました。東京電力は、福島第一原子力発電所の管理運営者であり、2011年3月11日の過酷事故の後、以前から警告されていたにも関わらず[5]原子力の安全を怠ったとして旧経営陣が告訴されました。
PSMP2010で、東京電力が予測した2030年までの国内電力需要 (38,685MW)[6]は非常に高く、石炭火力発電の割合 (50%)[7] が大きく強調されていました。東京電力は、2016年のPSMP策定にも関与し[8]、PSMP2010が実現困難であったことを認め[9] 、総設備容量の新しい目標を2030年までに31,000 MW、2041年までに57,000 MWにとし、石炭への依存 (55%)[10] を過度に高めました。PSMP2016は、「ビジョン2041」の文書にしたがって2018年[11]に再検討され、2030年までに41,890MW 、2040年までに82,292MW[12]の電力を供給するという更に高い目標が設定され、2030年に40%、2041年に32%が石炭火力によって供給されることになっています[13]。
東京電力はバングラデシュにおいて深刻な利益相反問題を抱えています。PSMP2010の策定後、東京電力はマタバリ石炭火力発電所 (600MWx2) および関連施設[14]、そしてアノワラ-マタバリ送電線事業 (400kV) のEIAおよび設計コンサルタントとして関与しています。また、マタバリ・コヘリア石炭火力発電所のEIAおよび設計コンサルタントの有力な候補者です。東京電力は、ハリプール発電所の拡張、電力セクターキャパシティビルディングの実施、およびダッカ電力供給会社(DESCO)の地下変電所の建設にも加わっています[15]。
さらに、再生可能エネルギーの価格は過去10年間で一貫して低下しています[16]。調査によると、バングラデシュは太陽光発電から156,000MW、風力発電から150,000MW[17]の電力を新規石炭火力発電所よりも低いコストで発電できます[18]。しかし、東京電力は、PSMP2010では2030年までの再生可能エネルギーによる電力供給を10%[1]9、PSMP2016では2041年までに7%[20]、改訂版PSMP2016では2041年までにわずか3.8%[21]と見積もりました。その一方で、バングラデシュ政府は2021年までに再生可能エネルギーからの電力を少なくとも10%[22]確保することを確約しました。PSMPには太陽光発電は7.0MW、風力発電は 18.37MW、化石燃料は 36,995.0MW、原子力は 17,308MW であることから[23]、東京電力がPSMPの策定中に、意図的に再生可能エネルギーのポテンシャルを低く見積もったことは明らかです。
2018年に、PSMP2016を改訂した後、東京電力はバングラデシュでのビジネスモデルを変革し、子会社の一つであるJERAを通じて介入しています。2019年9月、JERAはリライアンスのメグナハット・コンバインドサイクル発電事業会社の株を49%保有しました[24]。一ヶ月後、JERAはバングラデシュの化石燃料市場からの利益を最大化するために、2019年10月に Summit Power International Limited (SPIL) の発行済株式の22%を保有しました[25]。また、JERA はRupantarita Prakritik Gas Company Ltd. (RPGCL) との間で、LNGをバングラデシュ政府に販売するために売買取引基本契約(MPSA)に署名しました[26]。
上記には、東京電力が福島第一原子力発電所の過酷事故後の大規模な損失[27]を受けたビジネスを促進するため、意図的にPSMPに化石燃料、特に石炭とLNGへの過度な依存を反映させたことが示されています。
したがって、私たちは以下を要請します。
- 東京電力は、電力計画の公平性を確保するために、バングラデシュの電力マスタープラン(PSMP)を策定するコンサルタントとして関与させないことを求めます。
- 2020年6月24日のバングラデシュ電力・エネルギー・鉱業資源大臣による発言[28]にしたがい、承認済みおよび建設中の全ての石炭火力発電事業を停止することを求めます。
- 2020年7月26日のバングラデシュ環境森林気候変動省による推奨[29]にしたがい、2050年までに100%再生可能エネルギーを実現する目標をPSMPに取り入れることを求めます。
